Well I am the chairman of Brewood Chess Circle. No chess club, however good its players are, can function without a club secretary. As the chairman of my local over the board chess club, I am planning both things at the same time, the chess club once we restart over the board and in the meantime some sort of way of continuing the chess club online for the time being.

I certainly don't believe that the ECF year should start in any other month other than September, because that is obviously when most leagues start.
