I believe this whole problem is based around direction. My Child Protection Officer (who is a non chess player) asked, "What does the ECF do at this event?" while we were holding a tournament in Bradford, answer was a simple "Nothing!". Well, very basically, £30 per child is not enough to carry out any sort of proper mentoring on a one-to-one level.
