It's an English Language Russian TV channel. If you've got a digital TV you should be able to get it unless you're in the sticks. The programme I heard is on their web site below and is downloadable:

Julie Johnson CEO of the MCCU has notified county secretaries and MCCU delegates that the annual meeting will be on Saturday 23 June at Syston. If you want an issue discussed, please forward it to your county secretary and ask for it to be sent from your county to Julie by Friday 25 May.

Assuming the registration sec used real addresses, he or she could use addresses under their control. It would be part of the job as to whether the "spam" from the ECF was passed on to the player's real address.
