Why on earth should undirected proxies be used to swing a vote on an AOB item? It's not swinging a vote, it's representing the voter in their absence. How would he know? The only way to establish 'the general opinion of Silver members' is to give them (and other paying members of the ECF) a direct vote.

Hasn't there been some conversion software put together by the grading team which enables a FIDE rating formatted file to be input into the ECF grading system? It seems to me that the present structure of the ECF bears a superficial resemblance to the British parliamentary system.
