I was also very concerned when the Glasgow League agreed a one ring before punishment rule and Chess Scotland agreed to grade these games. Perhaps it's a cultural thing but you very rarely get other 'sportsmen' arriving after the scheduled start of their game. Football, tennis, snooker - it would be an anathema.
