Not a particularly new rule now. If you did not know that rule existed isn't it about time you actually read the rules?

The definitive set are available on the FIDE website http://www.fide.com/ . In section E of the handbook under FIDE.

A couple of years ago I persuaded three of my four offspring to join me in a Glasgow division 4 League fixture. I had to promise a number of incentives for them, just to enable me to state that I had fielded a complete family team. Sadly the opposition, a Hamilton team. defaulted the match entirely.

I seem to recall that the bit about 'the introduction of a source of noise' was added to the rules ayear or more after the rule about phones going off.
