I would be sad to see adjournments universally abolished, even though they are infrequently used (and in one case abolished) in the Leagues in which I play. Smoking is banned from public places to protect the health of non-smokers. I don't see the need to ban vaping in that context. The only issue therefore is whether nicotine is considered a 'performance enhancing drug'.

Most commonly used chess software allows you to do 1. & 3. (e.g. Fritz, Chessmaster, GNU chess.....) without access to the internet, though I daresay there are websites where you can do it as well. There was a documentary on the Polgar sisters that was made some time ago, probably about 15 or 20 years. I think it was shown on BBC.
