I think I have sussed it, or at least found another problem! Martin Page appears to have played three rated events. Surrey Major in April 2009 where he scored 3/4 against rated opposition under his correct FIDE code of 418382. He then played in the Surrey Major of April 2010 and scored 0/3. This was...

My copy of the rating list confirms that he was rated in January 2011, 1808. It seems to me that some event in 2010 has changed or been deleted.

Do we know yet who is maintaining the list of qualifiers?

Assuming the facts are not in dispute (never a safe assumption in chess) and are as described, then it's a draw. It's not checkmate because white hasn't made his move yet. By not releasing the piece, he still has the option of choosing to move the queen elsewhere.

The twist of logic is that most junior organisations probably would not grade their events under the existing planned requirements. But under the waiver many of them would and so insist on membership for their regular players. Is there any evidence for either of these assertions? The 1000 is indeed...
