Seems to me the north Manchester lot should join Lancs in the NCCU and the south Manchester mob play for Cheshire, switching to MCCU.

I don't think that's true if, by 'combining', you actually mean forcing minor counties to play in the open. A number of counties simply wouldn't play.

A glance at the matches so far in the Minor Counties shows how strong some of the teams are actually. That Mark Hebden will not have any further involvement in the 2016 competition because his team went out in the quarters says it all. Kent are not the only county missing from the list of level2/3 arbiters. Middlesex' omission may be down to it being regarded as part of London, and we must note that one of the arbiters seems to be of no known abode. It is not sensible nor practical for leagues who do not have local arbiters (we don't all live in London, Birmingham, Manchester etc) to require someone living outside the area to travel some distance on a weekday night to attend a LMC meeting to resolve some petty little dispute.
