That does sound rather short sighted to me but the matter is purely an internal one for the MCCU. The ECF wanted to allow Greater Manchester (and any other county) to be able to enter directly but even suggesting this appears to be tantamount to heresy. Surrey are in minor counties this year so is there any provision for winning it to go into Open next season. Just out of interest, why on earth are Surrey in the Minor Counties in the first place? Surely that competition is for second string counties. It sounds a bit like Manchester United and Arse...

Following the consultation the proposals to be presented at the ECF Finance Meeting have turned out to be quite modest: 1. Reduce the number of boards from 16 to 12 in the u180, u160 amd u140. 2. Controllers don't have magic powers. If captains or others are concerned about protectng against all and every infringement of the rules they need to pay for an independant recognised Arbiter to supervise their match. I doubt that the players would want to pay anything towards the extra cost.
