ENTRY FEES
All players must be members of the English Chess Federation, at Silver level or better.
It's the first time that I've seen this on an entry form, are there any other events that do the same ?

A 10 round FIDE rated event with Guaranteed Minimum prizes of 1st £1000 2nd £600 3rd £400 4th £250 plus grading prizes Rate of play 40 moves in 90 minutes, followed by 30 minutes to finish the game, with an increment of 30 seconds per move from move one. Gareth, it is not representing the voter, because that voter has expressed no opinion (it is an AOB item). It is using their vote to increase the weght of your own. Please explain how anyone can express an opinion in advance of knowing the subject ! If a voter doesn't trust proxies to use their vot...

Why on earth should undirected proxies be used to swing a vote on an AOB item?
It's not swinging a vote, it's representing the voter in their absence.
