The regulations (which it seems many players have not read) prohibit draw offers in the first 30 moves. So either a transmission error or complete disregard of the rules.

Thanks Alex for the helpful reply with statistics. However, I suspect most of those who have FIDE IDs but no ratings maybe ECF Silver members who have played in FIDE rated rapidplays (e.g. the previous two LCC Super Rapidplay Tournaments). If this is the case and the LCC remains the only UK tourname...

Another apparent change to this December's London Chess Classic is that for the first time all the tournaments will be FIDE rated. The draw is certainly curious because some match-ups are almost level on rating while others have huge rating gaps: 346 for Ding Liren, 358 points in Kramnik's case.. It's paired from the outside working inwards. So 1 v 128, 2 v 127 and 64 v 65 An "outside in" draw is a normal (and logical) method ...
