Regarding what the proposed additional income would go towards, the detailed budget data has appeared overnight on the ECF website. I volunteered to take the minutes at the Board and Council meetings held on 12th April. Write-ups of those meetings (2 x ECF, 2 x BCF) were all submitted to the Board within 10 days of the meetings.
