Despite my regard for the other Roger, I feel he's pursuing the wrong argument here. Sure, there's always room for constructive criticism but, in the last analysis, he who pays the piper calls the tune.

Can't vouch for truth of that, Roger, but the event you have in mind would almost certainly be the Smith & Williamson Young Masters which was, I think, held in both 1999 and 2000.

Yes, the effect of 12.7 ("... he may inform only the arbiter ...") is that the arbiter must be informed privately.
