Competition have a dispute and appeal procedure, which deals with these matters. It is in the nature of disputes that one (or sometimes both) of the two parties in dispute will not agree with the ruling that has been made. To take just one of the eligibility criteria my interpretation is that someone born in the relevant area could take this to make them eligible to play for either Greater Manchester or Lancashire. (I can't see it could logically mean anything else?) This situation presumably doesn't apply elsewhere ...
