If the ratings given in the results of the recent Finals are to be believed then the 1st season was already lopsided since the team that won Div. 4 had a higher average rating (2044) than the teams that were runners-up in Div. 3 (2021) & Div. 2 (2025).

In the 2nd season any new or rejoining team with an average rating of 2000+ could start in Div. 4 to avoid more lopsidedness than is necessary.

The problem of gross inequalities of strength (ie lopsidedness) is that, apart from the damage to sporting competitiveness, there's a colossal disincentive for strong teams to enter, or for further teams from existing entrants. As understood, such fresh entrants would be asked to spend their time wasting their time in Div 5. Who would? It may not matter much if we put the plague behind us by next Spring. But if, as I suspect and fear, we're looking at a more distant time horizon, it may come to matter. So there's the problem. Solutions, I'll leave to Alex Holowczak :-)
