If I understood the point you were trying to make it might help. Why does it 'make things easier for the players' to know more than four months in advance whether the event is going to be FIDE rated when the entry guidelines haven't even been published yet?

Anyway, since as far as I can see you weren't even one of 'the paying customers' at either of the last two rapidplays, and have given no hint so far that you plan to play in the next rapidplay either, I don't quite see why you're getting so exercised about it.

You can register the 4NCL with Scotland or Wales for FIDE rating and then people can choose to play or not, join the ECF or not. No need to check memberships for the arbiters, no need to worry about joining for the players. You keep complaining about the rules imposed on the 4NCL by the ECF, this seems to be a perfect solution.

Maybe it would be helpful if someone like Alex McFarlane, who as a native Scot probably knows what he's talking about, offered his views on the subject.

In the past Chess Scotland has been reluctant to get involved in English politics and would (probably) have refused to step on the ECF's toes. That feeling has changed considerably recently and I do not envisage a problem. I would be willing to submit the grading data to Chess Scotland.

Yes you are!

I think you are making the assumption that relationships between CS and the ECF only revolve around the results following the prizegiving at the British. That is not the case.
I currently submit 2 English events to CS for grading and have done for a number of years.
