I did not mind either when a player offered repeated draws.
Once, after the 3rd or 4th offer I replied: "It's OK, I'll tell you when it drawn."
You could add a rule: : 'For fear of forfeit, you cannot offer a draw till your opponent has offered one.' Then you will get no draw offers!
Recently saw someone posting regarding a particular game, that instead of offering a draw they could make a draw by repetition.
But their spell checker kicked in and changed the intended repetition into 'reputation.'
A draw by reputation!
