Typically fine writing by Silman. The idea of 7. Bf4 a6 8. e4 b5 9. Qe2 is the repertoire suggestion by Richard Palliser in his "Play 1. d4!", Batsford, 2003, so I assume that it's seen often enough in England. The ideas in the Nimzo and Sicilian, are, I think, well enough known these days, too, even at club/county level, although I'm no expert. Entertaining games, though, and interesting ideas for someone looking for something.
