The game is on page 266, CHESS mid-April 1964.

It is the very last game in the mag, looks like B.H.W used it as a space filler.

Saturday 2 or 3 weeks later if my recollection of correspondence chess with Russians is correct.

Perhaps something selling a Russian product was expedited by their post office? I certainly saw Hastings games quicker than in the Telegraph and Times.
64 was folded, so it was normal length, but maybe a quarter width, with a brown wrapper slipped over it. On one occasion, I just got the wrapper...

I think it must have been. Memory plays tricks, but I don't think it took 2 or 3 weeks.

Nick's memory is accurate. I took 64 and other Soviet magazines for many years, and the postal delivery for 64 was always very quick as it was for Tal's magazine Sahs from Riga.
