Hi,
I'd like to setup a chess tournament that is approved/recognised by ECF and preferably FIDE. How do you go about this? The tournament would be based in the UK.

One approach would be to contact one or more of the established arbiters or organisers in the UK. Many read and contribute to this forum so may make themselves known. Where would the tournament be held?

What kind of level of tournament are you thinking of - adults or juniors (or both)? Also, are you planning that you will also run the tournament (in terms of pairing / arbiting) or are you planning to bring in an external arbiter?
To be recognised by FIDE you will either need an arbiter qualification yourself or to have an arbiter with such a qualification.
For an ECF rated event, it is recommended to have a qualified arbiter present but you may not need one to have it rated (e.g. if you have existing chess experience, you may think this sufficient for a junior event)

In addition what is meant by "on the border"?
If it is in England then the ECF registers it with FIDE.
If it is in Wales then the WCU registers it with FIDE.
If it is played in both countries then only one can register it and the other must give its approval.
