They believe there's enough slack in the system to make it possible. The only events in June are a handful of Congresses,so provided they report by June 30th, there's still three weeks. Much of the legwork is, I would imagine, validating leagues. That you can start as soon as the league finishes and sends in results.

If you want a mid-year list to be useful, the latest publication date is probably 31st January, so that defines the turnaround standard.

It might also stop people annoying graders by asking them in advance what "my new grade is"... :)

Thanks Paul - that was probably what I read and misunderstood thinking it was referring to this year.
