Ratings Officers and the DPA?

A further development to my league management s/w is to allow Team Captains to register new players via the web application.
Commonly, these new players will be Juniors as defined by the ECF. Inorder to benefit from the Junior rating bonus, the league Rating Officer is required to provide Date of Birth (DoB) information which is then passed on to the ECF rating database.

My question is simple : I assume from the above than I am required to register under the Data Protection Act (DPA) the fact I am storing this data and that I am passing it on to a third party. I am happy to comply with this of course. I'm hoping that that Leagues I work for will cover my registration costs.

Bottom line : Are the League rating officers also required to be registered under the DPA ? I assume so.

Does the ECF provide guidelines on these matters? :?:

Regards, John

John - My guess (and it's only that) is that gradings officers (GO's) do not need to be registered with the DPR becasuse the ECF is, and GO's are collecting data on behalf of the ECF - rather than for a third party which then passes the data to the ECF.

I assumed I was collecting the data on behalf of the Surrey Border League / Berkshire League / Chiltern League and optionally passing it to a third party, i.e. the ECF. I *could* pass the data to another third party. Anyway, for the sake of £15 or whatever it is, I will cover myself and register. :?

I think that for security reasons, grading officers and the ECF should neither collect nor hold dates of birth. Instead they should work on ages on the birthday immediately preceding 1 Sep 2008 (this field updating itself by 1 year on any web application after the next 31 Aug passes).
