OK, but why do you use half-point byes?
What's the pros and cos of each system?
As opposed to postponements presumably?
If you were running a tournament where rounds were played once a month, you might use postponements. If it was one game a week, when and perhaps where would they be played?

The Surrey Individual used to be (maybe still is) scheduled at a game a week during summer, but with the odd week left free for adjournments(!) or rest days. Players do go on holiday or have other commitments. Half-point byes are more use when you have several games in a short time.

Yes, it is still that way and works pretty well. Unlike other Surrey competitions, there is no adjudication.

What is their statistical effect on the tournament?

If you want a large number of entrants, then it makes sense to make things as easy as possible for the potential contestants. I would like to play in Cannes, but they have 9 game in 7 days. Thus two days with two rounds. I won't play chess like this, so I asked for two half point byes This was refused because France doesn't allow them. So they lost at least one entrant.
