I have Fritz 13. I play in beginner mode.

How can I make Fritz play to letting me checkmate it, instead of resigning?, so I can practise endgames.

Is there a mechanism for me to ask it for a draw?

Try file>options>game>resign and select "never".

And to offer a Fritz a draw just select Home on the Ribbon Menu and select "offer draw" or just "Control+D" ...
