Keith wins outright if Kalegin draws or loses. If Kalegin wins, then Kalegin will win the title on tie-break. If that game is still going on (this is not clear - I suspect a breakdown in move transmission) then I'm not sure why Keith allowed a repetition instead of playing on. Logically, he would have agreed that repetition only after board two was drawn, or definitely losing for Kalegin, or impossible for Soylu to lose. In order to play on Keith would have to exchange Ns in the final position, which would straighten out the pawns. Then he needs a little time to deal with the slightly awkward K and R positions. Slightly better at best I'd say - anyone have an engine to hand?
