I've forgotten the reason why the NCCU is independent of the ECF..........can someone remind me ?

The NCCU isn't "independent" - it's one of the seven constituent units of the Federation, the other six constituent units are the other four Unions plus the Manchester and London Leagues. The units have a responsibility for organisation of chess within their areas.

They did briefly run their own direct membership scheme, iirc even before direct ECF membership existed. Think that even led to a thankfully brief semi feud when the ECF direct membership came in.
Maybe you're thinking of Yorkshire? Quasi independent from the ECF for a good while now. Various local leagues non affiliated, our own grading list etc. Not sure what silly dispute that ultimately derives from Game fee based I imagine.
