As all the English ratings (except those of Khandelwal, Foord and Salimbeni - all of whom I know to be FIDE rated) are integer multiples of 8, I'd expect they are conversions from ECF grades using the 8n+600 method.

Similarly, I expect the non-English ratings are FIDE ratings for players who have them, and national Elo ratings for players who don't.
