Never quite liked that extra two minutes for the first illegal move in blitz.

Down to last few seconds, you know there is mate on but cannot
quite see it. Make illegal move. Whilst clocks stopped, players summons
arbiter who then farts about the the clock you get extra time ( possible as much as a minute)
to look at the position to find the mate. First Illegal move should lose in Blitz and Rapid.

Although an arbiter may have been involved the claim is not necessarily based on the arbiter having made a mistake.

Example 1: I once had a 10.2 decision appealed on the grounds that the correct procedure had not been followed. The appellant's case was that the playing claiming the draw had not stopped his clock before making a claim. (Of course my actual decision on whether it was a draw or not could not be appealed).

Example 2: is a touch/ move case where the arbiter (not previously watching the game) says play on (not enforcing movement of the allegedly touched piece). Subsequently (after the game) the appellant produces witness statements that the piece was definitely touched.

In each of these cases neither of the appeals is based on an arbiter error.
