the acting FIDE President Kirsan Ilyumzhinov
A puzzling description, but probably just a simple mistake. He is FIDE President, but not fully "acting".

The FIDE website has a similar report.

in which
It came as a surprise that the XIII Congress of the Russian Chess Federation encouraged also Anatoly Karpov to run for FIDE President by providing moral support both for him and Kirsan Ilyumzhinov.

The saga continues.

FIDE has its bank account closed.

When the supposed stood aside president is standing for election in 2018 in a high profile manner, presumably even a Swiss banker will notice.

This looks like the end to me. Shame that it seems to be at the expense of the top players, and all the hard working volunteers that are putting their time and effort into the game we love.

End of what though? I'd suspect that it would be possible to work around FIDE's lack of banking facilities. It's alleged that Kirsan is part owner of a bank. That's part of the cause of the problems of course.

The imminent 2018 Candidates is being run by Agon, which in theory at least is at arms length from both Kirsan and FIDE.
