This looks like the end to me. Shame that it seems to be at the expense of the top players, and all the hard working volunteers that are putting their time and effort into the game we love.

End of what though? I'd suspect that it would be possible to work around FIDE's lack of banking facilities. It's alleged that Kirsan is part owner of a bank. That's part of the cause of the problems of course.
The imminent 2018 Candidates is being run by Agon, which in theory at least is at arms length from both Kirsan and FIDE.
