I'd definitely expect to be able to claim a walk over win under those circumstances myself.

That sounds entirely sensible, we all want to play chess after all. As for claiming matches by default, I fail to see the point. As SCCU County Match Controller I have no reason to dispute their cancellation of any of today's matches.
Isn't that judgement up to the teams to decide for themselves, rather than the SCCU County Match Controller? Only by people who haven't read the rules, or are trying to cause a kerfuffle. I should be in a position to confirm SCCU nominations for the ECF competition shortly after receiving results of matches that will be played on the 24th March.
There does remain uncertainty, however, over the dates of the ECF County Championships since they are not yet available on the ECF website:

These dates may be varied by the Director of Home Chess not later than 31st October in each season and shall be notified within 7 days to Union Controllers. Notwithstanding the date of the Finals, they shall be graded in the same grading list as the rest of the Final Stage Matches.
This season, the default dates are: April 22, May 13/20, June 10, and the Finals will be played on July 1.
