The first two at Telford won't receive directly receive any prize money, so the Knockout place being open is logical from that viewpoint.

And also
Players qualifying for the two places at the British Knockout Championship will be eligible for the prizes on offer at the congress itself.
which hasn't been the case with previous qualifying events

Worth quoting the knock out rules in full

From http://www.4ncl.co.uk/fide/t&cs_intl_2018.htm
British Knockout Championship

Two qualifying places for the British Knockout Championship, to be staged at the London Chess Classic from 8th – 17th December inclusive, will be made available to the players finishing first and second in the Open section. Players will need to be registered to England, Scotland, Wales, Ireland, Guernsey or Jersey for FIDE purposes to be eligible for the qualifying places.

The tie-breaks for players on the same number of points to determine who takes the qualifying places are as follows:

Direct Encounter as defined in 12.1.2.A(c) of the FIDE Handbook. *
Buchholz Cut 1 as defined in 12.1.2.A(b3) of the FIDE Handbook. *
Average Rating of Opponents Cut 1 (AROC) as defined in 12.1.2.A(a1) of the FIDE Handbook. *
Tournament Performance Rating (TPR) as defined in 1.48 and 1.49 of the FIDE Handbook. **
Drawing of lots.

* Annex 3 of the FIDE Competition Rules (C05)

** International Title Regulations (B01)

Players qualifying for the two places at the British Knockout Championship will be eligible for the prizes on offer at the congress itself.

Players accepting conditions for the congress are expected to play all nine rounds.

Apologies Mick, it would help if I could read!
I had assumed it said ineligible. Not sure what that means, maybe the prizes at the knockout are smaller this year?

Presumably the rationale is that players in the British Knockout Championship are guaranteed a certain minimum sum anyway.
Ah, but I was so much older then. I'm younger than that now.

Sorry if my question seems silly.
My visa for Canada is valid til March 2020. Do I need another visa to participate in London Classic open section?
And, do to my disability Can my father come with me?

You would need a visa valid for entry into the UK if travelling on an Iranian passport.
