Not precisely, but if someone has a 2400 rating, they must have a reasonable amount of chess skill.

If someone has an 1800 rating, they may have the chess skills of someone with a 2400 rating, but not in every position or not consistently at every move.

I think chess rating is a measurement of the frequency and severity of the mistakes a player makes. Chess skill obviously plays a part affecting these but so do other factors like physical health, mental state, even time of day for some players. These other factors often play a bigger role than chess skill.
