Yes, the £3 did include boards.
At the January ECF Board Meeting which I attended as an observer, the Board discussed importing sets and boards from China and offering them to schools at a cost of £30 for 10 units.
Then Henning von Spreckelsen took the helm at Holloid and persuaded the ECF to continue its involvement with his company.
As Sean Hewitt has pointed out, the ECF has derived some benefit from the last eight months. Exchange rate movements have been favourable.
Whether it still makes sense for the ECF to be associated with Holloid is one of the things which the Annual Council Meeting on 17th October will have to decide.
