ECF Council meeting - other revelations

Provision to upgrade from Bronze membership to Silver through payment of a Congress pay-to-play-fee is covered both in Game Fee Bye Law 4.4.2 and in the Membership Rates proposal.
I'm wondering:
1. Doesn't the existence of the former make the latter redundant or at least allow a conflict?
2. Are other upgrades possible and, if yes, what would the charges be and shouldn't this be spelt out somewhere (assuming I've not missed that it already is)?

The ECF continue to insist that you become an ECF Gold member to be allowed to take part in internationally rated events. These could include Rapid play and Blitz events. So whilst you can be a non-member or a Bronze member and enter your first non-international Congress at an extra cost of £ 6 on the entry fee, no similar option appears to exist for upgrading to Gold. Perhaps they are expecting the as yet unnamed IRO to do the chasing on this.
