It would be helpful if the Minutes actually said who DE is, given the frequency of the initials appearing (David Eustace I assume)

it is interested to see how many times the people have turn up for the meeting as i have noticed there is a few APOL

I offer where I work as the hybrid set up is great and better then the last two meeting in Birmingham and London

The cost was just the buffet as I secure the venue for zero cost to the ecf.

I have reached out to looked at my workplace at 250 bishopgate in which the cost would be the grand sum of 0 and buffet is the only cost. (I can promise there be no fire alarm this time) and the venue is next to Liverpool Street train station and near the tubes etc and have reached out to the ecf

Your efforts to secure a meeting venue are to be lauded.

The over riding factor, however, is the willingness of delegates to travel incurring unnecessary costs, time and effort.

I'd question "unnecessary costs". I don't think there's any doubt that face-to-face meetings are more effective than Zoom meetings. The question is whether avoidable costs are worth incurring to get the benefit of attending in person. That's going to vary from person to person depending on what the travel costs are and the extent to which the person wishes to actively participate in the meeting (as opposed to just listening).

It depends on who covered your travels cost as well as other factors etc

When I found out how much the cost of some of the hybrid venues that we have used it was too high

I do feel that AGM should be in person and or hybrid and the financial meeting should be zoom

The ECF Council officers have yet to work out how to make a hybrid meeting work successfully.

Mind you, most would struggle and I am not claiming I would do any better!

If I had my way I would put Richard Haddrell in charge of the meeting: nobody would dare step out of line.
