James lost in the last round today but he said he has gained enough points.

It very simple really; just put the round by round results into the FIDE rating calculator; and hey bingo it gives you your answer
I thought you yourself said it was uncertain?
I was pretty sure it was achieved by 0.4 points; but I was just thinking to get an extra point to be on the safe side because of the rounding effects which may have been in place (or not)

But you could have easily checked this yourself using the calculator

To be confirmed, etc etc, but Matthew Wadsworth had three valid norms when, rated 2396, he beat Andrew Ledger on Saturday at 4NCL, so he can certainly be called IM-elect with some confidence until his title is ratified. (He seems to be playing closer to 2450+ level right now).
Following Southend at Easter, his rating on the latest list is 2413 (See https://ratings.fide.com/card.phtml?event=415804), so ratification of the IM title is presumably now just a formality at the next relevant FIDE meeting.

And today's win at the 4NCL means he has also just secured his first GM norm (subject to formal confirmation). Can't help being very proud, and somewhat in awe, of him. :)

There is still paperwork to be done, but I know that David Clayton has this in hand.

He spent yesterday morning at the 4NCL doing it in the Office. :)

Many congratulations to Matthew on the GM norm. I have to admit that him getting the IM title seems a bit unremarkable, because he has been at that level for quite a while. :)

Also I saw on Twitter:
