Relaxing the 2 metre rule would be very risky. Unless everyone was forced to wear gloves, masks and visors.
The other places in the UK that might return to normal are some of the other extremities like Lundy,Sark, Orkney and Shetland.
Possibly down the line the Isle of Wight like in The Day of the Triffids.

No - but they did isolate themselves from Guernsey quickly. The Barclay brothers have been trying to take over Sark, but the Guernsey Courts won't let them.
