Given what has been said up-thread, it's obvious what was the subject of redacted item 3. Indeed, it's mentioned in item 2 (Agenda):
"The Agenda was approved with the addition of an item on the conduct of ECF officials and board members."

One point does need highlighting; Mike Truran is given as APOLOGIES (my capitols) for this particular meeting.
We have been told upthread that "45 minutes of a scheduled 2 hour meeting" were spent "discussing Mike Truran's behaviour". The minutes also suggest that this item was added to the agenda at short notice.
So is it the case that the behaviour of an individual was apparently discussed at a meeting where they were not present to defend themselves?

This was an item added to the agenda, yes? Was it done so when it was known Mike Truran would not be attending?
And it was redacted, because confidential, yes? In which case what is a Board member doing discussing it openly?

Prima facie this does not look very good. The ECF is not a charity, but in the analogous context of charity governance, amending the agenda at short notice to include an item of this nature would not be professional, especially if it focuses on someone who has already given apologies. If it is not an emergency, the item can be submitted in time for the agenda. Major stuff shouldn’t appear last-minute.

The relevant item was added as point 3 on the agenda.
I would have thought that anything added to the agenda would have been added at the end, usually under Any Other Business.
I could be totally wrong, but my guess would be that the matter was raised by someone who could not stay to the end of the meeting. Is it possible to know who was still in attendance at the end of the meeting?
As an aside, I feel that minutes should indicate late arrivals and early departures.

The Minutes note the presence of Meetings Secretary, Danny Rosenbaum . Presumably he would draft the Minutes. It seems often done at the start of the next meeting as noted in the Minutes to 145.

During my time on the ECF board (2010-13) both the full and redacted minutes were agreed at the next board meeting. Of course this can/ could be done by email votes/ agreement between board meetings.

3. Amendments proposed by any board member and then voted on (if not agreed) by the whole board.
4. Same process as 3. For deciding redactions.
5. Minutes could go through preliminary filter of chairman and/or CEO before going to the board (This is what used to happen.)
