Membership Expiry Notification and Fines?

Is it normal practise for the ECF to issue membership expiration notifications?
HJCA is attempting to recover fines levied on them by the ECF as we had four (out of 100) juniors play in the Hampshire Open whose membership had expired.
I asked the parents if they had received reminders and I was informed that they had not.
Anyone know?
