If you want an online rating, it is already easy to get it by playing online. There is no point in competing with that.
OTB blitz ratings are of cause possible. What on earth is the point of using 3 figure ECF numbers rather than 4 figure ELO ones?
Why not have a mechanical web system that updates the blitz ratings every time a tournament or match is input? Having two lists a year is actually MORE complex.
The Director of Home Chess should give his blessing to such a project and the matter of charging is up to the person prepared to do the work. If the ECF goes down the route of required membership, then this system should follow suit if it the endorsement of the ECF is wanted.
