Nominations for Election at the ECF AGM

The voluntary posts to be elected at the AGM on 15 October 2011 are:

• President
• Chief Executive
• Non-Executive Chairman
• Two Non-Executive Directors
• Four Executive Directors (Marketing, Home Chess, International Chess and Junior Chess & Education)
• The FIDE Delegate
• The Chairman of the Finance Committee
• Members of the Finance Committee
• The Chairman of the Governance Committee
• Members of the Governance Committee

The Board amended the Directors and Officers Responsibilities Regulations by written resolution on 14 August 2011 to provide updated job descriptions for each of these posts: the Regulations can be accessed at: http://johnu175.files.wordpress.com/201 ... ug2011.pdf

Each candidate for a post must be either:

(a) A retiring Director, the FIDE Delegate of a Chairman of a Standing Committee seeking re-election to the same post; or

(b) A nominee of the Board for a post; or

(c) A person proposed by any of the following full* members:

(i) any Director; or

(ii) the FIDE Delegate; or

(iii) the Chairman of a Standing Committee; or

(iv) any two Trustees; or

(v) any Representative Member of a Constituent Unit; or

(vi) any two Representative Members of Counties; or

(vii) any two Direct Members’ Representatives; or

(viii) any two of a Trustee, a Representative Member of a County and a Direct Members’ Representative; or

(ix) any five Individual Members or Representative Members.

To be eligible for election, nominations with the required level of support must be received by post at the ECF Office, The Watch Oak, Chain Lane, Battle, East Sussex TN33 0YD or by e-mail at [email protected] no later than 13.30 on Wednesday 7 September 2011. Any candidate is entitled to have an election address not exceeding one sheet of A4 paper in size, printed black and white on one side only, circulated with the AGM mailing.

Managers and other Officers are appointed by the Board and by individual Directors and are not subject to election by Council. However, this is an appropriate time for anyone interested in this type of essential work to indicate their interest to the Board through the ECF Office.

* Full Members are Constituent Units, County Associations, Chess Leagues, Chess Congresses, Other Organisations, the Directors, the FIDE Delegate, the Chairmen of the Standing Committees, the Trustees (of the Permanent Invested Fund), Patrons, the Past President, the Past Chief Executive and the Past Non-Executive Chairman. There is at present no Patron and no Past Non-Executive Chairman,

** Individual Members are Full Members other than Representative Members of Member Organisations.

I have asked for a correction to the text on the ECF website, which Lawrence is quoting, to refer to the election notice being published on the website rather than circulated with the AGM mailing, following the amendment to the Procedural ByeLaws to this effect last October.

I see there is also a notice for nominations of Direct Member Representatives. Is there a document explaining their responsibilities?

Their responsibility is to turn up to Council Meetings and vote as the delegate on behalf of their membership class.

A couple of years ago, I think the forum established at the time of the Short v Walsh election that the responsibilities didn't include trying to find out what those they represented thought of contested issues. Not that it matters given how little voting power they have.

The powers that be will know, as nominations have closed. The likes of you and me don't.

I can't recall the last time there was a contested election; I'll hazard a guess that it was at least fifteen years ago. Normally several places go unfilled.
