Andrew Paulson told me in January that the minutes had been delayed but would be published in the coming days.
Obviously, we cannot blame him for current delays, but it is clear that the Board were very concerned in January, and you would think that 10 months would be enough to sort out the issue.

At least two directors (as well as the Chair of the Governance Committee) have posted on the ECF website that the lack of reporting was unsatisfactory.
They can have another row, if they want, about whether to publish redacted minutes or a simple summary. As others have indicated a summary should be enough, as long as they can be trusted not to be indulging in conspiracies they would rather not disclose to the voting membership or wider chess community.
Given that directors may reach a decision that those with the power to raise Agenda items at the AGM or Finance Council might wish to challenge, timely announcements would be an advantage. As an example, anyone wishing to challenge at the AGM the dumbing down of the British Championship to five hour sessions and cutting the length of the Senior tournaments would have been thwarted by the lack of publicity for these decisions until after the AGM. That's presumably the reason for the timings of the announcements.

Although this should really be on the history forum, when I came across it I thought it would be of some relevance today.

THE BRITISH CHESS FEDERATION.— After what has seemed to us like a great deal of misdirected energy under a name ponderous enough to crush the life out of any organization not bubbling over with vitality, the British amateurs have come together on common ground and established a real national association under the above title.
The "Constituent Unities" are: The City of London C. C., London Chess League. Northern, Midland and Southern Counties Chess Unions, with power to add responsible associations representing Scotland, Ireland and Wales. Now there is definite promise of a national chess association worth having, with a sensible name that will not overwhelm an otherwise reasonable effort.
Of course, there are a great many rules, resolutions and regulations of no special consequence of interest to outsiders, but the solid and gratifying fact remains that the really warm hearted and open handed British lovers of chess have "pooled their issues," i. e., laid aside their prejudices and united on the broad and stable basis proposed, and a durable, valuable and harmonious organization will doubtless soon be evolved, at once a credit and a power for good in British chess. That it may prove so is our sincere wish and expectation.

The formal minutes may have been agreed, but the summary of meetings or redacted minutes are still awaited.
It's the time of year when new managers are appointed.
Is it possible to infer from the report

Checking the author's name against the grading database gives a possible match against a new player from Grimsby, but that might be a total irrelevance.

They seemingly had a row about how strongly to oppose and condemn the Kirsan life presidency, but apart from that there's nothing especially unknown apart from the now rejected proposal to move the office to Saunderton. ( In case anyone doesn't know where Saunderton is situated, it's a village on the road and rail line between High Wycombe and Princes Risborough. )
As regards their forum, there didn't appear any commitment by Directors to actually use it. One thing they didn't do was to set up a general subsection as a catch all. It would or should always be possible later to subdivide this if particular areas of discussion dominated.
Notwithstanding its apparent mention in one of the non-Exec director's reports, there's nothing about whether those running events using the ECF's name or the title "English ... " should have the right or expectation of cutting the list of prizes should entries fall short of initial projections.
