It's not directly the ECF, but if you take a look at the BUCA site under newsletters, you see this

You may or may not know that British University & College Sport (BUCS) prevents us from playing chess at the World Student Games and the World University Chess Championship. I have a contact with the Sport & Recreation Alliance via the ECF, and I will be explaining what’s gone on to them in a bid to see if they can help us participate in these events.
It may well be this intervention was a success, the latest BUCA announcement at

implies that the winners will be expected to "play in Europe".
Championship Prize

The winner of the Championship section will receive the trophy and the title of BUCA Team Champion, and represent Great Britain at the 2nd European Universities Championships. These will be played in Rijeka, Croatia, as part of the 2016 European Universities’ Games. The provisional dates for the chess event are 19-22 July.
But that's Europe rather than World.

Humm. I seem fairly sure that the UK university bridge championship winners have competed in the European University bridge champs at times in the past. Stuck in my mind a little because we were sending a single University squad while a lot of the other teams were basically country wide U25 international teams. Not great results!

Maybe it was all different events etc.

Nothing to do with funding, giving consent or the relevant authority. It may have been for the Student Games.

Sounds like red tape, hard to believe it needs an Act of Parliament to fix it.

I don't think the BUCA issue was funding. Rather it was the organisers of the event only allowing entries from national organisations and the national organisation adopting a Sport England stance of saying that "we're sport and chess isn't, so you cannot be a member".

I think these are the events in which BUCA are not allowed to compete.

The Bridge decision currently featuring on Radio 5 Live, doesn't sound like they are giving up the fight

I have worked out the rules for Bridge - archery
I have failed to work out rules for Bridge - bowls. Well, you could have the bowler aiming for one of six segments. But the greens committee wouldn't like that.
