No he doesn't - "other place" has a specific meaning on this site (ie a certain other forum that is notably quiet much of the time)

The most recent postings were not about the appointment of the new Grand Prix controller, but whether in the Grand Prix listings there was a facility to avoid being outed as a frequent and successful tournament player.

You can do this by not becoming an ECF member, but that becomes expensive.

The paper and each recommendation therein was discussed.

Chris Fegan can be very annoying but also has points to make.
