That's factually incorrect. You are NOT required to pay an annual fee to play in Congresses. Instead you get a sort of temporary membership or the duration of the Congress, although it's termed as "pay to play" rather than temporary membership. Bronze members make that payment as well because their membership rights don't extend to Congresses.
You could go the other way and have a "League membership" and a "Congress membership" without overlap. Expensive yes for those wanting to take part in both and only marginally so in one, but that's the consequence of adopting flat rate per head per year schemes for raising money for the ECF.
Indeed the word 'forced' may have been a bit of artistic license, but as it stands, the pay-to-play fee can not be compared to Bronze Membership, and I think that is the issue... we have a membership structure for people know only want to play league chess, but not an equivalent membership structure for those who just want to play Congress chess.

Would you make it compulsory for players to be ECF members to take part in Congresses? That would include events like the Warwick University rapidplay.

I made the case that there isn't parity at the moment, and the standard membership proposals will get rid of this artificial barrier before League and Congress chess. Fundamentally, as Leagues organise more Rapidplays, etc, the distinction between League chess and congresses/tournaments will get blurred, and rightly so - we should have a simple membership system where its no hassle for people wanting to play League or in Congresses or a bit of both.
Anyway, the final result was 63 for, 233 against and 10 abstentions (apparently that was better than 2 for, regarding a similar motion proposed several years back, so I guess there's progress on this front)

We used to have an even simpler scheme where there was no onus on individuals to become ECF members. Financing the ECF was left to Counties, Leagues and Congresses who after all have and still have the votes to direct the ECF. Mouthy Congress organisers objected to receiving bills from the ECF.

The Casual Chess funding request was rejected. Basically today we approved the budget and the accounts, pretty much rejected everything else.

you can't design a club that appeals to everyone, it's impossible. Some players will only feel welcomed in a beery, blokey, Geordie-speaking environment. A couple clubs deliberately cultivate that. As a geeky teetotal choir boy with red trousers who spoke only English, I felt pretty out of place visiting those clubs. I started my own, in the end.
