It's been getting secretive. Llandudno was announced at the end of June 2016 and announcements in June had been commonplace as it enables publicity to be in place at this year's event for the next year's event. Hull 2018 was announced some while, months even, after the 2017 Congress. It had however been a rumour before that.
I believe finding a suitable venue gets harder each year as less and less places are available for free, something that was quite common in the 1970s. Of course chess players who refuse to live in the real world think that such venues are plentiful or (worse) that it somehow works like the Olympic games and four cities are currently bidding to host the British.
Aberystwyth had the advantage of being university based, so rooms were available on the campus. The room at Aberystwyth would have been fine for an e2e4 or 4NCL Congress of around 100 to 130 entries.
