How does a chess organising body gain admission to the ECF Council?

Paul, organisations are admitted, depending on their type, either by the Board or by Council. See Articles 3-7 of the Articles of Association for more information.

There's an annual membership fee which is currently £60 but no fee is payable if the organisation organises events with graded games and the game fees payable or deemed to be payable for those events are for a greater amount. See here for details.

Briefly an organisation can apply to join as a Congress, a League or Other Organisation and if you send games in for grading then you probably won't have to pay an annual fee.

Write to the ECF Office explaining under which heading you wish to join. The application will be considered at the next Council meeting.
