Well, don't play graded games then. The 1000 may join the other 599,999,000 casual players... Or maybe, they want to support English chess financially.
A few of them may need/want ECF membership for other reasons - e.g. because they're an arbiter or a coach.

Whether there are people out there willing to contribute financially without any need to become members does seem a key question.

It might be easier to get donations to the chess trust than memberships, but maybe this has already been investigated.

I was thinking that some ECF members may in any given season play a number of graded games, but none of them ECF-graded.
