Is it true that a rook and two pawns outweigh two minor pieces in an endgame?

Capablanca used to think so, but it has to be a position where the extra pawns can roll forward to victory. Glenn Flear wrote about rook vs. two minor pieces (among other endings) in his book Practical Endgame Play. There's also a chapter in Mihail Marin's Learn from the Legends ("Tal's Super Rooks vs. Two Minor Pieces"). And there's a dedicated book: Rook vs Two Minor Pieces by Esben Lund.
A search of my database (6.2M games) for rook vs. two minor pieces where the side with the rook has two more pawns gives a 65.9% score for the side with the rook. (17,072 games; 8,919 wins; 4,677 draws; 3,473 losses; 3 no results.)
